Center for Educational Legislation (COZ) is a state-funded research institution. The main focus of COZ is research on Russian and educational legislation and comparatve international educational legislation. Part of the COZ's team works on designing Bachelor’s and Master’s study programs on education law and policy for Russian universities.
The Centre was established by Russian Ministry of Education in 1999 as an expert body on educational legislation with an aim to coordinate and carry out research on educational legislation, to implement and disseminate results of the research, to provide legal assistance to students and educators as well as to organise advanced legal training of academic staff.
Since its establishment COZ has carried out more than 100 research projects with more than 500 researches involved. COZ has a strong research base and partner scientists with higher scientific degrees in educational science, educational law and legislation, legal science.
The Centre has published more than 40 research papers, scientific monographs, teaching aids and methodical recommendations. Since 2006 COZ is also the publisher of a peer reviewed periodic scientific journal Russian Educational Legislation Yearbook.
Potential for International Cooperation
COZ declares itself open for international cooperation and participation in research projects on education law and policy and comparative education law. COZ has a very strong research base and more than a hundred partner scientists with higher scientific degrees in educational science, educational law and legislation, legal science. We have been publishing research results as separate monographs and collections of academic articles. There are more than 40 research papers, scientific monographs, teaching aids and methodical recommendation published by COZ. Since 2006 COZ is a publisher of a peer-reviewed academic journal, Russian Educational Legislation Yearbook. In 2004 a comprehensive research was carried out by COZ on implementing basic principles of Bologna Process into Russian legislation with publication of 44 international documents on European Integration translated into Russian with comments of educational and comparative law specialists.
COZ's experience in legal research of educational law issues, as well as publication facilities, translators, conference venues and website with approx. 4,000 visitors daily construe an effective framework for raising awareness and disseminating results of research.
Both COZ's central location in Moscow and government support contribute greatly to coordination of international projects on education law and policy focused on Russia. Members of the COZ's team are authors of the Draft of the new Federal Law on Education in Russia and this status, as well as the results of this work, draw attention of the educational institutions, public authorities and citizens to COZ's activity, that can be useful when a large number of diversified audience is needed for realisation of a project.
